What Is a CCC Certificate in Malaysia
The CCC, certificate of completion and compliance, certifies that a building has been completed according to its approved plans and is safe and fit for occupation. Since 2007 it has been issued by the project's principal submitting person, a registered architect, engineer or building draughtsman, after stage-by-stage certifications and clearances from technical agencies, rather than by the local council as with the old certificate of fitness. Under the standard Schedule H agreement, vacant possession must be supported by a CCC, and a partial CCC does not count. This guide explains the CCC in plain words, with a worked example and a checklist.
